People exchange uncomfortable looks, but the conversation continues.

Later, everyone agrees that what happened was wrong.

So why did nobody act at the time?

This question sits at the heart of the bystander effect, an area of social psychology concerned with how the presence and reactions of other people can influence whether someone intervenes when they witness bullying, harassment, discrimination or other harmful behaviour.

At the Regenesys School of Psychology, understanding human behaviour involves looking beyond what people do and considering the psychological, social and environmental factors that may influence their decisions.

Silence can be frustrating to witness. However, understanding bystander behaviour requires more than assuming that everyone who remains silent simply does not care.

Sometimes people do not know what to do. Sometimes they are afraid. Sometimes they assume someone else will step in. And sometimes everyone is waiting for everyone else.

This blog explores the bystander effect and why people may remain silent when witnessing bullying, harassment, discrimination or other harmful behaviour. It examines how diffusion of responsibility, peer pressure, conformity, uncertainty, power dynamics and fear of consequences can influence whether someone intervenes. The article also looks at bystander behaviour in workplaces and online spaces, explains why silence does not always mean agreement, and outlines practical, safer ways people can respond, seek assistance and support others. It further explores how psychology can help individuals, organisations and communities understand group behaviour and create environments where speaking up becomes easier.

<div Bystander Effect in South Africa

What Is the Bystander Effect?

The bystander effect describes the tendency for an individual’s likelihood of helping or intervening to sometimes decrease when other people are present.

It does not mean that people will always refuse to help when they are part of a group.

Human behaviour is more complicated than that.

A large meta-analysis of bystander research examined more than 7,700 participants and found evidence of an overall bystander effect. Importantly, it also found that the strength of the effect can change according to the circumstances. In some dangerous situations, the presence of other people may even provide support that makes intervention easier.

That distinction matters because the question should not simply be:

“Why don’t people help?”

A more useful question is:

“What is happening psychologically and socially in the moments when someone decides whether to act?”

Understanding that decision can help individuals, workplaces, schools and communities create environments where speaking up, seeking assistance and supporting others become easier.

Diffusion of Responsibility: When Everyone Waits for Someone Else

One of the most important concepts associated with the bystander effect is diffusion of responsibility.

Imagine that only one person witnesses someone needing assistance.

That person may immediately think:

“I need to do something.”

Now imagine 20 people witness the same situation.

A different thought may emerge:

“Surely someone else will handle it.”

Responsibility becomes psychologically distributed across the group.

Nobody has formally assigned responsibility to anyone else. Yet each individual may feel slightly less personally responsible because there are other witnesses present.

This can happen in many settings:

schools;

universities;

workplaces;

public spaces;

WhatsApp groups;

online communities; and

families or social groups.

The uncomfortable result is that a situation can have many witnesses but still have no immediate responder.

Why We Look at Other People Before Acting

Bystander behaviour can also be influenced by uncertainty.

People do not always immediately understand what they are witnessing.

Was that comment offensive, or did I misunderstand it?

Are they joking with each other?

Does this person actually need help?

Should I intervene?

Am I overreacting?

When a situation is unclear, people often look at how others are responding.

If everyone else appears calm, an individual may interpret that lack of reaction as evidence that nothing serious is happening.

But the other witnesses may be doing exactly the same thing.

Everyone looks around.

Everyone sees nobody acting.

Everyone concludes that perhaps intervention is unnecessary.

The group can therefore reinforce silence without anyone consciously deciding that silence is the correct response.

Peer Pressure Does Not Always Sound Like Pressure

When we think about peer pressure, we often imagine somebody directly telling another person what to do.

Social influence can be far quieter.

Sometimes the pressure comes from simply not wanting to stand out.

Speaking up could mean becoming the only person in the room challenging a popular colleague.

It could mean disagreeing with a manager.

It might mean defending someone who has already been excluded by a group.

Or it may require challenging behaviour that everybody else appears willing to tolerate.

This creates a psychological conflict.

A person may privately believe that something is wrong while simultaneously worrying about what could happen socially or professionally if they challenge it.

This is where conformity psychology and peer pressure become important to understanding bystander behaviour.

Humans are social beings. We pay attention to the expectations and norms of the groups to which we belong.

Sometimes the desire to remain accepted by a group can compete with the desire to challenge what that group is allowing.

The Fear Behind “I Don’t Want to Get Involved”

Few sentences capture bystander behaviour as clearly as:

“I didn’t want to get involved.”

It can be easy to interpret that statement as indifference.

Sometimes, however, it reflects fear.

What if challenging the behaviour makes me the next target?

What if I misunderstand what is happening?

What if my manager retaliates?

What if my colleagues think I am difficult?

What if intervening makes the situation worse?

What if the person experiencing the behaviour does not want me involved?

These questions illustrate some of the calculations people may make within seconds.

A witness may weigh the potential benefit of acting against the perceived social, professional or physical cost of intervention.

That does not mean harmful behaviour should simply be ignored.

It means encouraging people to intervene requires more than telling them to “be brave”.

People also need to understand how they can respond.

Does Silence Mean Agreement?

When nobody challenges harmful behaviour, silence can easily look like approval.

Sometimes it may be.

But not always.

A person can disagree with what is happening and still remain quiet because they are afraid, uncertain, confused or do not believe they have enough power to respond effectively.

This distinction is particularly important when discussing bullying, harassment and discrimination.

We should be careful about assuming we know exactly what another person’s silence means.

A related RegInsights article, The Psychology of Silence, explores how fear, uncertainty and concerns about other people’s reactions can influence whether individuals speak about difficult experiences.

The psychology of silence applies not only to people experiencing harm.

It can also help us understand the witnesses around them.

Workplace Bullying and Harassment: Why Witnesses Stay Quiet

The workplace introduces another important element into bystander behaviour: power.

Employees do not always interact on equal terms.

There are managers and direct reports.

Senior employees and junior employees.

Permanent employees and temporary employees.

People seeking promotions.

People who colleague.

Would you challenge them in front of everyone?

For some employees, the answer may depend not only on their personal values, but also on what they believe speaking up could cost them.

This is where organisational culture becomes critical.

If employees repeatedly see concerns ignored, inappropriate behaviour normalised or people who raise concerns treated negatively, silence may begin to feel safer than speaking.

In contrast, clear expectations, trusted reporting channels and leaders who respond consistently can make appropriate intervention more realistic.

South Africa’s <a better positioned to respond constructively when they:

recognise that something may be wrong;

believe some form of response is appropriate;

understand what options are available;

feel supported by the surrounding culture;

believe their concerns will be taken why awareness campaigns should go beyond simply telling people to “speak up”.

If people do not know how, where or to whom they can raise concerns, an responsible authority;

redirect or interrupt a situation without escalating it;

use an established reporting process;

ask another witness for challenge the behaviour when it is safe and appropriate to do so.

The most suitable response depends on the circumstances.

Personal safety matters.

So does the safety and preference of the person experiencing the harmful behaviour.

Intervention should not unnecessarily create additional risk or harm.

Sometimes the most meaningful action happens after the immediate incident.

A simple question such as:

“I saw what happened. Are you okay?”

can remind someone that what happened to them was seen and that they are not entirely alone.

From Bystander to Collective Responsibility

The conversation becomes more useful when we stop asking only:

“Why didn’t that person intervene?”

and begin asking:

“What kind of environment makes appropriate intervention easier?”

Collective responsibility does not mean every individual must personally solve every harmful situation.

It means recognising that harm is not only the concern of the person experiencing it.

Leaders matter.

Policies matter.

Peers matter.

Social norms matter.

Reporting systems matter.

And what happens after somebody raises a concern matters.

A workplace that publicly says it opposes bullying while continually rewarding aggressive or humiliating behaviour sends two very different messages.

A school that tells learners to report harmful behaviour but repeatedly dismisses their concerns teaches them something about whether speaking up is worthwhile.

Groups communicate their values not only through what they say.

They also communicate them through what they tolerate.

What Psychology Can Teach Us About Challenging Harmful Behaviour

Psychology does not provide a simple formula that turns every bystander into an intervener.

What it can provide is a deeper understanding of the forces that shape human behaviour.

Why does responsibility sometimes feel different in a crowd?

Why do people look to others before deciding how to respond?

Why can belonging to a group become so powerful?

Why might someone remain quiet despite privately disagreeing?

Why do some organisational environments make speaking up easier than others?

These questions matter because harmful behaviour rarely occurs in a psychological vacuum.

People respond to social cues, power structures, group expectations, previous experiences and perceived consequences.

The Regenesys School of Psychology provides an academic environment for exploring human behaviour within wider social and organisational contexts and considering how individuals, organisations and communities interact.

For students particularly interested in human behaviour within workplaces, the Bachelor of Industrial Psychology explores areas such as organisational behaviour, workplace wellbeing, human resource management, employee development and the relationship between people and organisational performance.

Understanding these dynamics does not guarantee that harmful behaviour will disappear.

But understanding why people remain silent can be an important step towards creating environments where responsible action becomes easier.

Is “What Would You Do?” the Right Question?

“What would you do?” is a powerful question.

But hypothetical courage is easy.

Most of us can imagine ourselves intervening when we picture a difficult situation from a distance.

Real situations involve uncertainty.

Hierarchy.

Fear.

Relationships.

Reputation.

Safety.

And sometimes only a few seconds to decide what to do.

Perhaps the more useful question is:

“What would help you do something?”

Would you know who to contact?

Would you trust the reporting process?

Would your manager support you?

Would your colleagues stand beside you?

Would you recognise the behaviour as harmful?

Would you know how to help without making the situation worse?

These questions move the conversation away from simply judging individual bystanders and towards building communities, workplaces and institutions where collective responsibility becomes possible.

Because sometimes the difference between everyone watching and someone acting is not simply courage.

It is whether the environment has made responsible action possible.

<span
